It is animated as to show how a Tesseract will look like to our 3D eyes when it is rotated. And that's only how we understand it. We, as 3D beings, cannot and will never experience first-hand what a “true” 4D object looks and feels like. We will never understand the 4th dimension first-hand. Dimensions are a plane of existence (or non-existence if you want to be technical about it) unto themselves and separate from each numbered iteration.

4th is indeed Time but we can only perceive it moving forward. Some physicist postulates that the 4th is Time Forward while 5th is Time Backward but the accepted model is that 4th is just TIME itself (Einstein and friends, etc.)
