Re-electionist Batangas Gov. Vilma Santos appears to be winning as she consistently leads over her political rivals. Same fate seems to await re-electionist Sen. Ramon “Bong” Revilla Jr., who ranked No. 1 in the latest partial official results.

In the same partial official results, Jinggoy Estrada, Vicente “Tito” Sotto III and Manuel “Lito” Lapid entered the list of top 12 senators.

Former “That’s Entertainment” star Isko Moreno has been re-elected as vice mayor of Manila.

LEGAL experts, including former UP College of Law Dean Pacifico Agabin and Senate President Juan Ponce Enrile, have agreed that there are no legal or constitutional obstacles to former President Joseph Estrada seeking the presidency anew in next year’s election.

Bar topnotcher Aquilino “Koko” Pimentel III and former Ambassador to the U.S. Ernesto Maceda, a cum laude at the Ateneo Law School who holds a Masters in Law title from Harvard University, shared the position of Agabin and Enrile. The four based their position on Para-graph 1, Section 4, Article VII of the Philippine Constitution, which sets the restriction on the re-election of the Philippine president.

Even as Estrada has yet to announce his candidacy, he had shot up very high in the most recent surveys on possible presidential contenders. He said he would be force to run as president anew if the opposition would fail to field a single candidate for the highest post in the land.

In a media forum at the Club Filipino in San Juan, Agabin had explained that the constitutional provision applies only to sitting or incumbent president to prevent him or her from utilizing the vast powers and resources available in election.

“The constitution clearly says that the president is not eligible for reelection. But the reality is that Erap is not the president anymore when he files his certificate of candidacy,” Enrile had said.

“Reelection means running again for the position one is holding. When Estrada runs again for president in May 2010, he is not incumbent President Estrada but is plain citizen Estrada,” Pimentel concurred.
