Also think about this:
- there are around 80,000 candidates in seiyuu schools, agencies, etc
- a huge amount of filipino migrants are entertainers or "tarentos"
- among all the non-japanese groups in japan, filipinos are the fewest at around only 230,000 people
- BUT japanese-filipino marriages are the most common among japanese-nonjapanese marriages and there are a lot of japanese-filipino offspring in japan now
Its highly likely that children of entertainers would also pursue a similar career as their parent/s. And the most common place to start is an entertainment school.
Mind you, those schools don't just train seiyuu, but all around talents as well. Some of them just don't make it in an acting career so they end up as seiyuu, just like Aya Hirano.
